BUT KEEP IN MIND THAT MINE WAS ON OLD BASEBAND OF iPhone 3GS with iPad BaseBand 6.15.00 and iOS 6.1.6. Now enough story. I did a FRESH iTunes restore for the phone and use redsn0w to downgrade ipad baseband from 6.15.00. Then jailbreak normally and install ultrasn0w. Apr 07, 2014  able to get it to work. Iphone 3gs new boot rom. Iphone was on 6.1.3, tethered. Update with itunes to 6.1.6. Lost network. Followed instructions, but repeated 2.1 to 2.9 with 2.8 install cydia and downgrade from ipad baseband before proceeding with step 3. Now working fine. But it did take 2 days to get it working by experimenting on the steps to take. Thanks a lot.
